Ðreiterated€to€the€Coast€Guardsman€that€he€wanted€to€remain€aboardÐ ° Ðhis€vessel,€to€stabilize€it€and€await€salvage€assistance.Ð \¬ Ðà  àà ` àIt€is€admitted€that€the€Coast€Guard€never€arranged€forÐ X Ðcommercial€salvage€assistance.׃y×Ý ƒ#ÃÝòòÚ  Ú29Ú  ÚóóÝ  Ý×  ×€€Nor€did€they€inquire€whetherÐ ´  Ðanyone€was€available€or€whether€there€were€any€more€pumps.Ð ` ° Ðà  àà ` ÐCourt€must€view€all€facts€in€favor€of€the€nonmoving€party.€€AnyÐ À Ð"natural€assumptions,"€therefore,€must€be€viewed€in€a€light€mostÐ l¼ Ðbusy€and€they€were€going€to€handle€it€.€.€.€they€didn't€need€anyÐ ¸  Ðhelp."€€After€being€rebuffed€by€the€Coast€Guard,€Goodridge€returnedÐ d´  Ðto€work€and€gathered€his€gear€to€prepare€to€salvage€a€boat€that€hadÐ `  Ðsunk€that€morning.€€Goodridge€continued€to€listen€to€his€radioÐ ¼  Ðtransmitting€the€communications€regarding€the€NORTHERN€VOYAGER.€Ð h¸ ÐAfter€further€listening,€Goodridge€concluded€that,€despite€what€theÐ d ÐCoast€Guard€had€said,€the€NORTHERN€VOYAGER€would€need€his€help.€Ð À ÐThus,€at€9:15€a.m.,€Goodridge€called€Cape€Ann€Divers€to€inquire€whoÐ l¼ Ðwould€be€there€to€assist€in€a€dive€and€to€gather€information.€€AtÐ h Ð9:33€a.m.€Goodridge€called€Station€Gloucester€again€and€informedÐ Ä Ðthem€that€he€was€coming€with€equipment.€€At€this€point,€theÐ pÀ  Ðmajority€is€correct€that,€at€most,€the€Coast€Guard€delayedÐ !l" ÐGoodridge€by€twelve€minutes.€€But,€the€Coast€Guard€caused€furtherÐ È"$ Ðdelay€once€Goodridge€arrived€at€his€boat.€€Using€the€radio€onboardÐ t$Ä& Ðhis€boat,€Goodridge€attempted€to€contact€the€Coast€Guard€to€ask€ifÐ  &p!( Ð"we€should€take€the€time€to€load€pumps€or€just€come€with€the€diveÐ Ì'#* Ðâ âgear."€€The€Coast€Guard€responded:€"don't€tie€up€the€channel;€Ô_Ôwe'reÐ x)È$, Ðbusy;€don't€tie€up€the€channel."Ô_Ô׃z×Ý ƒ#ÃÝòòÚ  Ú30Ú  ÚóóÝ  Ý×  ×Ô_Ô€€Since€the€Coast€Guard€did€notÐ ° Ðâ ârespond,€Ô_ÔGoodridgeÔ_Ô€"took€the€time"€to€"run€the€pumps€down€theÐ \¬ Ðdock."€€It€is€unclear€how€much€extra€time€this€took,€but€viewingÐ X Ðthe€evidence€in€a€light€most€favorable€to€the€plaintiffs,€it€isÐ ´  Ðenough€evidence€to€require€a€remand€on€this€issue.€€This€isÐ
