You must have an appellate ECF account to file documents in this Court. You cannot use your PACER login or your district court ECF login.
If you have an appellate ECF account with another circuit court, you can add additional courts to your existing account.
The Court's Administrative Order governing electronic case filing (ECF) requires you to complete certain computer-based training modules before you file a document electronically. ECF training and experience in other courts DOES NOT exempt you from this requirement. Each lesson takes approximately 30 minutes to review. Please ensure the volume on your computer is turned up as the lessons have instructional audio. Flash Player 8.0 or higher is required.

Java Version 6 Update 1 (1.6.0_1), or higher, is required to operate appellate CM/ECF. To verify that you have Java installed on your computer, go to www.java.com and select Do I have Java? To install or update Java, go to www.java.com and select Free Java Download.
Note: There is a known problem when using Internet Explorer with appellate CM/ECF. Users may need to disable the next-generation Java Plug-in option from the Java Control Panel for the application to function correctly. Using Firefox will avoid this problem.
Appellate ECF logins and passwords are maintained by the PACER Service Center. The court does not have access to your password. If you have forgotten your login and/or password, you must contact the PACER Service Center.
